He has a track record of effective results in public participation, working with diverse people and organizations to produce projects that have strong public support. He has established good working relations with various public and private sector individuals and groups, including elected and appointed officials, the engineering and scientific community, members of the public, and citizen groups. In addition, he has helped individuals participate in creating a healthier environment through public involvement and public education programs.
Bill's work has encompassed issues related to environmental compliance, water quality and quantity, land development regulations, and other governmental regulatory programs. He has expertise in water supply planning, protection, and development, and is knowledgeable about environmental impacts associated with the development of water supplies, transportation, or other changes in land use. His experience includes project management, regional and city planning, water and wastewater planning, regulatory assessment, research and development, public involvement, and program management. Bill also has extensive experience working with regulatory agencies at the local, state, and federal level to accomplish water resource management projects.
Bill Couch is a registered professional planner, licensed geoscientist, and an experienced project and program manager. In addition to his wide-ranging work experience in the private sector, Bill has worked in government as general manager of a regional regulatory agency, and as former mayor of a small city.
